Children and Family Services, Prevention, Early Intervention and Youth Branch, is seeking to contract an evaluator to conduct the ongoing evaluation of Alberta-s Family Resource Network (FRN) Program. FRNs provide prevention and early intervention services for children, youth, and families across Alberta. The FRN Program is a network of hub-and-spoke agencies supporting families with children aged 0-18. There are 70 networks across the province made up of 131 community agencies. To continue the ongoing evaluation and continuous improvement of the FRN Program, Children and Family Services is seeking a Contractor to conduct an evaluation of the fourth, fifth and sixth years of operation (April 1, 2023 to March 31, 2026). The evaluation will: • demonstrate the impact of the FRN Program on children, families, communities and systems;• evaluate outcomes as identified in the FRN Evaluation Framework, at an agency, network and program level;• utilize existing and new data collection tools, including the development of a participant survey tool;• provide annual reports on the findings of the evaluations;• refine the FRN Evaluation Framework as required; • identify opportunities to improve the FRN Program; and• provide considerations for future procurement activities.
