Tenders are invited for Request For UNHCR Facilitate repatriation of refugee returnees Afghan refugees return home, assisting nearly 6 million returns to date, including about 480, 000 in 2025. In October 2023, Pakistan introduced the Illegal Foreigners Repatriation Plan (IFRP) to repatriate undocumented foreigners, mainly Afghans, through three phases. Currently, Phase III is underway, targeting around 1.4 million Proof of Registration (PoR) card holders. Similarly, the Government of Iran initiated large-scale returns and deportations of Afghans in June and July 2025. Since the start of IFRP in late 2023 and the subsequent returns from Iran, over 4.8 million Afghans have returned from Pakistan and Iran, with more than 2.5 million returning or being deported in 2025 alone. Of these, UNHCR assisted approximately 480, 000 individuals. These large-scale movements have placed immense strain on limited resources and increased pressure on communities in return areas. Currently there are 6.6 million Afghans remaining in Iran and Pakistan[1]. It is expected that the deportations and returns of Afghans from Iran and Pakistan will continue as the rhetoric by the governments in both countries of asylum representatives on the return of Afghans increase. It is also expected that these deportations and returns will include documented Afghans, mainly from Pakistan.
