The Finance for Development (F4D) Umbrella Trust FundProgram, established in 2022 and operational since 2023, is the World Bank-smain donor financing, partnership, and knowledge platform, aimed to improvethe capacity of developing countries to develop deep, inclusive, efficient, andresilient financial systems. The Program-s vision is for the clientcountries to have resilient, transparent and smooth-functioning financialsystems and capital markets that enable financial stability, job growth andpoverty alleviation. The Program delivers public sector solutions to the mostpressing development challenges in the financial sector, leveraging a range ofthe Bank Group-s financial, knowledge and convening services for clients. TheProgram is supported by the Austrian Federal Ministry of Finance (BMF), theBill & Melinda Gates Foundation (BMGF), the European Commission (EC), Global Affairs Canada (GAC), and the Swiss State Secretariat for EconomicAffairs (SECO).F4D is managed by the Finance, Competitiveness andInvestment (FCI) Global Practice. The program cooperates with more than 20World Bank Group units and partners, reflecting the vital role of finance formany other sectors.The Umbrella-s Partnership Council provides strategicguidance and direction, with representatives from all contributing DevelopmentPartners. Resources are deployed to both global and regional teams, involving a strong country and field presence. F4D supports: (i) financialsector diagnostics; (ii) technical assistance, policy advice and capacitybuilding; and (iii) monitoring and evaluation and program management, through ateam reporting to FCI Finance Global Director.The F4D program adopts an ecosystem approachtoward financial sector development, organized around four mutually reinforcingthematic pillars and three cross-cutting themes as the schematic below shows, to embrace a sufficiently comprehensive scope, maximize the impact, and matchthe evolving and growing demand from low- and middle-income countries....
