Description
The F-35 Lightning II Program Office intends to solicit offers for multiple contract actions from Lockheed Martin Aeronautics Company, Fort Worth, Tx through Fiscal Year 2032 to acquire flight test instrumentation (FTI) for F-35 aircraft necessary for the test and evaluation of Follow on Modernization Block 4, Block 5 and future weapons integration. Actions include system engineering, design, integration, configuration management, procurement, fabrication, installation, modification, support, and removal of FTI and associated equipment.
These acquisitions will be pursued on a sole source basis under the statutory authority of 10 U.S.C. 3201(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Lockheed Martin Aeronautics Company is the sole designer, developer, manufacturer and integrator of the F-35 aircraft and the related equipment. Lockheed Martin alone has the experience, special skills, proprietary technical documentation, software/algorithms, and technical expertise required to furnish the supplies and services within the required timeframe. Accordingly, Lockheed Martin is the only known qualified, responsible source that can fulfill the requirements specified herein. This notice is not a request for competitive proposals; however, all responsible sources may submit a capability statement. No telephone responses will be accepted. A determination by the U.S. Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the U.S. Government.
