Overall objective of the project:

Contribute to restoring the necessary conditions for improved socio-economic development and physical security in Lebanon

Specific objective of the project:

Reduce cluster munition risk and increase access to cleared land for productive use to support socio-economic development in prioritised affected communities in southern Lebanon.

Outputs:

National authority prioritised land contaminated by cluster munitions, cleared, made safe and handed back to the LMAC for hand over to communities

National authority prioritisation systems enhanced through provision of socio-economic impact data and methodologies to LMAC by MAG



ACTORS, MANAGEMENT AND PARTICIPATION

It is expected that the evaluation will involve meeting (either face to face or through the use of telephone interviews) with a variety of stakeholders. These will include, but not be limited to:

· Beneficiaries (represented by both groups and individuals) in at least two locations

· International programme staff in Lebanon (management, technical and community liaison)

· National programme staff in Lebanon (management, technical and community liaison)

· Management and support staff in MAG HQ in Manchester, UK

While in the programme, the evaluator will be the responsibility of the Country Director, Lebanon, who will ensure that visits to relevant sites are facilitated and supported and that any necessary in-country information is made available for analysis. This individual will also hold overall responsibility for setting up appropriate meetings with external actors, where possible, if requested by the evaluator.



QUESTIONS AND CRITERIA FOR EVALUATION

This evaluation should provide a clear response to the following:

· To what extent have the activities undertaken by MAG under the remit of this project met

· the overall objective and

· the specific objective of this grant?

· Making reference to each of the outputs and related activities listed in the proposal evaluate their:

· Effectiveness and Efficiency

· Impact

· Unplanned effects of the project

in terms of achieving the objectives detailed above

METHODOLOGY AND WORK PLAN

The methodology used will be designed to effectively respond to the questions raised above. Activities are expected to include, but not be limited to:

· Desk top review of all relevant documents provided by MAG Iraq and available from other sources

· Primary data collection from staff teams and key stakeholders

· Review and discussion of initial findings with MAG Iraq management

· Submission of draft / final report

1. BACKGROUND
Over the course of 34 days between July and August 2006, southern Lebanon suffered from one of the most intense cluster munition bombardment in the past decade. The LMAC estimate that approximately 55, 452, 294m of land was initially contaminated with cluster bombs. As noted by UNDP, “the July 2006 war on Lebanon resulted in severe damage to private and public infrastructure and a complete dislocation of the economy” This potentially lethal cluster munition contamination continues to expose local communities to the risk of death and injury and hinders development in affected areas. Contamination affects olive groves, agricultural/pastoral lands, wells/pools for irrigation, homes, roads, gardens, and playgrounds, as well as other local infrastructure.
The overall purpose of this evaluation is to evaluate the activities which MAG has undertaken with this funding and assess the extent to which they have met the overall and specific objectives of this grant.
In particular, the external evaluator will be required to examine and report on the relevance, effectiveness, efficiency, impact and viability of the activities, as well as making suggestions for future improvements.
The evaluation will be of use principally to MAG (to help guide future planning and implementation of similar projects) and to European Commission (as a report on the effectiveness of their funding under this grant).

2. HISTORY OF THE PROJECT
MAG has been operational in Lebanon since 2000 initially clearing landmines and UXO and then to respond immediately in the aftermath of the 2006 conflict, providing emergency clearance from the day of the ceasefire. This action has extended a previous EC-funded minefield clearance project and is in line with the needs identified by the Government of Lebanon and supported by the EC, to clear cluster munition contamination in southern Lebanon in support of socio economic development.
The action addressed Lebanon-s ability to reduce cluster munition risk and increase safe access to land. The significant need for increased access to land has been intensified by the ongoing Syrian civil war. Since 2011 Lebanon has witnessed an influx of Syrian refugees, at one point making up a third of the total Lebanese population, increasing the demand for resources and infrastructure throughout the country.

3. EVALUATION SCOPE
The scope of this evaluation is to assess the degree of fulfilment of the specific aim of, and the results achieved by, the project detailed below:
