1. Presentation of the Project

The aim of the project is to improve the access of vulnerable young people to the leading businesses of the hotel and catering industry by promoting and strengthening the offer of professional and sustainable professional training through local social entrepreneurship initiatives in South-East Asia. In South-East Asia, youth training is a key issue to prevent large sets of unskilled workers, with no future prospects, from forming in the coming years, representing a considerable loss of potential talent for young people. country and possibly leading to political and social unrest. According to UNESCAP, " A significant number of young people in the region still do not have access to sustainable livelihoods because of major challenges related to employment, education and access to health care. . The transition from education to employment is one of the main obstacles facing young people, especially those in South and South-West Asia, South-East Asia and the Pacific. Currently, about 300 million young people are considered as unemployed or in vulnerable jobs in Asia and the Pacific.

This issue is all the more acute with the opening of the ASEAN Economic Community, synonymous with increased competition in the labor market.

Far from being inevitable, this challenge is an opportunity to turn to growth and job-creating sectors, such as hotels and restaurants and tourism, to focus training efforts. The industry, which now accounts for nearly 15 million jobs in South East Asia and whose contribution to the GDP and labor market of the countries concerned is growing, is struggling to find skilled workers to meet to the growing demand. The development of vocational training is therefore a real lever for access to employment for young people in these countries.

The project is designed to give these young people the means to benefit from a vocational education, through the reinforcement, duplication, promotion and structuring of solidarity and sustainable local training. The IECD therefore wishes to encourage exchanges, sharing and common learning between civil society structures that meet these criteria in Southeast Asia, through a regional platform. It also intends to draw on and capitalize on its experience gained from the hotel school "laboratory" project in Madagascar to consolidate the highly innovative model of the French Bakery and Pastry School in Vietnam, then transfer these practices to Myanmar, in order to strengthen existing structures and to encourage the spread of these models.



Objectives and Results

Overall objective: to improve the access of vulnerable young people to the leading businesses of the hotel and catering industry by promoting and strengthening the offer of professional and sustainable professional training through local social entrepreneurship initiatives in South East Asia.

Specific Objective 1: To federate the Southeast Asian actors of solidarity and sustainable training in the hotel and restaurant industry, through a regional platform whose mission is to promote innovative economic models, good environmental practices, and the defense of children`s rights in tourism.

Expected Result 1.1: A regional exchange and capitalization platform is created and brings together local initiatives, solidarity and sustainable professional training.

Expected Result 1.2: The platform promotes good economic and environmental practices, and the fight against sexual exploitation of children; it creates dedicated spaces for its members to share, promote and capitalize on their experiences and develop.

Expected Result 1.3: The platform infuses bilateral and multilateral projects among its members.

Specific Objective 2: Enable the extension and consolidation of a local social enterprise in Hue to facilitate the sustainable socio-economic integration of very vulnerable young people.

Expected Result 2.1: The real estate, material and human system of the social enterprise of Hué (School of Bakery and French Pastry) is consolidated and sustained.

Expected Result 2.2: The quality and recognition of the training of the French Bakery and Pastry School has increased.

Expected Result 2.3: The French Bakery and Pastry School has expanded its training activity by opening up to girls and incorporating learning about sustainable development.

NB: in early 2017, following a request from the IECD, AFD issued an amendment to validate the relocation of this specific objective and the related activities of Hue to Ho Chi Minh City (HCMC) and thus enable the deployment of a local social enterprise to HCMV (Vietnam) to facilitate the sustainable socio-economic integration of very disadvantaged young people. This relocation does not call into question the fundamentals as provided for in the agreement with AFD: construction of a new vocational training center for bakeries, for 20 very vulnerable young people (at least 50% girls), and with a high level of quality of training (thanks in particular to the technical support of professionals / experts). The results objectives and monitoring and impact indicators are therefore broadly similar to those originally planned for the Hue school. However, some project activities have changed: for example, it was planned to open in Hué a second and third point of sale of the products made by the beneficiaries during their training; this activity has become HCMV the establishment of an economic model of social enterprise and the development of the sale of products to companies at first. Specific objective 3: Promote the spread of a model of solidarity and sustainable training through the creation of a local social enterprise in Myanmar.

Expected Result 3.1: The context and implementation of a social entrepreneurship unit in Myanmar are analyzed and defined.

Expected Result 3.2: A social enterprise for hotel and catering training is established in Myanmar.

Expected Result 3.3: In year 3, the activity of the social enterprise is launched; it has started to train 10 learners by working on its self-financing.

Specific objective 4: Support Myanmar`s hotel and restaurant training centers, in particular innovative civil society initiatives, to strengthen the quality of training and integration of vulnerable youth, and the sustainability of the centers.

Expected Result 4.1: In Myanmar, 3 training centers in the hotel and catering sector (2 civil society initiatives, 1 public center) benefit from a support diagnosis.

Expected Result 4.2: In Myanmar, 2 training initiatives organized by civil society are supported to improve the quality and sustainability of the training they provide.

Expected Result 4.3: In Myanmar, institutional - hotel / restaurant relationships are strengthened in order to promote the sustainable professional integration of learners and to enable training centers to regularly update their didactic contents.



Project schedule

Initially, the project was planned for a 36-month period, from July 1, 2015 to June 30, 2018, and divided into three 1-year tranches. During the project, two Non-Objection Notices (NOAs) and an amendment to the agreement changed the project schedule:

o An NOA dated 2 February 2016 extended the first tranche of the project until December 2016 and the total project duration to 42 months instead of 36.

o An amendment dated January 20, 2017 allowed the extension of the first tranche of the project until June 2017 and the total duration of the project to 48 months.

o An NOA of 21 December 2017 lengthened the first tranche of the project by 3 months and shifted the successive tranches, bringing the total duration of the project.

At the end of these NOA and endorsement, the project is organized as follows:

Period of the project: from July 1st, 2015 to September 30th, 2019.

Tranche 1 runs from July 1, 2015 to September 30, 2017.

Tranche 2 is from October 1, 2017 to September 30, 2018.

Tranche 3 is from October 1, 2018 to September 30, 2019.



2. Objectives of the evaluation

After 4 years of implementation of the project, an external evaluation is requested in June 2019. This evaluation is an obligation associated with the signing of any agreement with AFD and also corresponds to an expectation of the IECD to obtain a look outside and recommendations regarding the work done since the launch of the project.

The terms of reference of this evaluation take into account the recommendations of the Methodological Guide for co-financing projects and programs of the AFD.
