Synopsis: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued, except to facilitate the submission of electronic quotes through FedBizOpps.(ii) To facilitate electronic quote submissions through FedBizOpps, a request for quote (RFQ No. R140R3019Q0100) is being issued subsequent to this combined solicitation/synopsis. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-95, dated 01/19/2017.(iv) This requirement is a total small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is: 561612, Security Guard and Patrol Services. The small business size standard for NAICS Code 561612 is $20.5 Million.(v) The Performance Work Statement provides more detailed information about the requirement and is attached to the RFQ. (All attachments may also be found at www.fedconnect.net, by searching for the RFQ number R140R3019Q0100, using the reference number search criteria, under "Search Public Opportunities Only"). (vi) The Bureau of Reclamation has a requirement to Provide both regularly scheduled and on-call, emergency, explosive detection canine capabilities, with handler, at Hoover Dam and Reclamation facilities within 15 miles of Hoover Dam. Please see the Performance Work Statement, as it provides more detailed information about the requirement and is attached to the RFQ.(vii) Work shall begin on or about October 1, 2019.(viii) FAR provision 52.212-1, Instructions to Offerors - Commercial Items - addendum replaces the term ¿offer¿ with ¿quote¿ within the provision at 52.212-1.In addition to the requirements of the Instructions to Offerors - Competitive Acquisitions provision of this solicitation, each quoter shall submit a quote in accordance with the instructions contained in this provision.(A) GENERAL QUOTATION INSTRUCTIONS(1) Vendor shall submit a firm-fixed price quote for Line item 0001 for the regularly scheduled, work to be performed. (2) Vendor shall submit an hourly quote for Line item 0002 for the labor hours to perform the emergency work to be performed.
