About Hariri Foundation (HF):
Hariri Foundation for Sustainable Human Development is a Lebanese non-governmental organization with special consultative status in the United Nations Economic and Social Council (ECOSOC). HF is dedicated to sustainable development across various sectors, including Education & Training, Public Health, Community Support, Urban Development, and Environment & Agriculture. The foundation operates in partnership with stakeholders to promote citizen engagement, social cohesion, and community resilience.
Project Overview:
The project "Adaptation to climate change through nature-based solutions for wastewater treatment and reuse in the Saida region, Lebanon" aims to design and implement a localized water management pilot through nature-based solutions while safeguarding terrestrial and aquatic ecosystems. This initiative aligns with global environmental objectives and principles, including gender equality and cultural diversity, to ensure a cleaner and healthier environment at a local level.
Position Overview:
The Nature-Based Solutions (NBS) Expert will play a critical role in supporting HF and its partners in the various stages of the project. The primary responsibilities include site selection, preparation work, design, and implementation of a constructed wetland, as well as contributing to project communication and outreach activities.
Responsibilities:
General:
- Represent Hariri Foundation with project-level third-party stakeholders such as the selected consultant and contractor where necessary
- Coordinate work efficiently with the assigned project manager from HF.
- Liaise and coordinate with the Municipality of Saida on relevant matters.
Stage 1: Selection of the Final Site:
- Conduct site visits to Saida to finalize the selection of the constructed wetland site.
- Analyze three potential selected sites to determine the final location, considering ownership and size.
- Provide support through meetings to the Municipality of Saida and Water Authority to secure all necessary permissions for project implementation.
Stage 2: Preparation Work/Selection of Engineering Consultant:
- Advise and support the project manager in selecting a surveyor to conduct a site survey.
- Provide support and necessary information for lab tests by a certified lab.
- Collaborate with the project manager to co-write the Terms of Reference (TOR) for selecting the engineering consultancy firm.
- Participate in the analysis of offers from engineering firms to select the firm for project design.
Stage 3: Design Phase:
- Conduct a kick-off meeting with the engineering consultant in collaboration with the project manager.
- Attend periodic meetings with the engineering consultant and project manager to discuss design progress.
- Review submitted drawings, Bill of Quantities, and specifications for final project deliverables.
- Coordinate with the party conducting the environmental assessment report.
Stage 4: Contractor Tendering:
- Provide support for the bid analysis process and selection of the contractor.
Stage 5: Implementation Phase:
- Participate in the kick-off meeting with the contractor, consultant, and project manager.
- Attend site visit meetings during construction with the consultant, contractor, and project manager.
- Provide feedback on work execution and liaise with consultant and contractor to manage risks and issues.
- Provide periodic updates on the progress of the work.
Qualifications:
- A landscape architect, architect, or environmental engineer with relevant qualifications.
- Previous experience in Nature-Based Solutions implementations.
- At least 10 years of experience in the field or closely related areas.
