About Hariri Foundation (HF):

Hariri Foundation for Sustainable Human Development is a Lebanese non-governmental organization with special consultative status in the United Nations Economic and Social Council (ECOSOC). HF is dedicated to sustainable development across various sectors, including Education & Training, Public Health, Community Support, Urban Development, and Environment & Agriculture. The foundation operates in partnership with stakeholders to promote citizen engagement, social cohesion, and community resilience.



Position Overview:

Hariri Foundation is calling for a consultant for its project focused on the national Blue Economy (BE) in Lebanon and in sustainable urban development in coastal cities, with a particular focus on Saida. The project aims to foster sustainable practices and positive behavioral changes in environmentally sustainable cities, with a focus on responsible consumption, reduced waste generation, and green business opportunities. The project will be implemented in partnership with various international, national, and local stakeholders.



Responsibilities:

General:

- Represent Hariri Foundation with project-level third-party stakeholders where necessary.

- Coordinate work with the assigned project manager from Hariri Foundation.


- Liaise and coordinate with agreed stakeholders on matters related to the project.




Stage 1: National Blue Economy Dialogue and Conference:

- Develop a National Dialogue on Blue Economy.

- Draft a report on Sustainable Consumption and Production (SCP) and Circular Economy (CE) in the national Blue Economy context, highlighting the existing situation, opportunities, and challenges for mainstreaming SCP and CE.

- Produce recommendation notes for policy makers and Small and Medium Enterprises (SMEs).

- Develop at least 5 project proposals related to Blue Economy.

- Contribute to the National Dialogue on Blue Economy across national events.

- Produce a final report on the "National Dialogue on Blue Economy."



Stage 2: Local Blue Economy Action Plan for Saida:

- Assess the current situation, including priority actions.

- Draft a local Blue Economy action plan, including at least 5 project proposals aligned with Saida-s Roadmap for environmentally sustainable cities.

- Contribute to a city-wide validation meeting on the subject matter.



Qualifications:

- A professional in eocnomic policy, environmental policy, water management policy, environmental engineering or related fields with qualifications to support the project.

- Previous experience in Blue Economy and Urban Development initiatives and programs in coastal cities.

- At least 15 years of experience in the field or closely related field.
