2 .Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.

3 .Have Grade A, B, C on "provision of services" in terms of the qualification for participating in tenders by the Ministry of Health, Labour and Welfare, which is single qualification for every ministry and agency, in the fiscal years 2025, 2026 and 2027.

4 .Prove to have no false statement in tendering documents.

5 .Prove neither the business condition nor credibility is deteriorating.

6 .It has submitted by the place which specified the bid participating Certificate, and a presentation term.

7 .Those who are covered by Social Insurance, and are not delinquent on Social Insurance premium.

8 .Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order

9 .Are not being suspended from transactions by request of the officials in charge of contract.
