DLA Troop Support intends to issue a Request for Proposal (RFP) for a five-year Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) Contract for the manufacture and delivery of the Expeditionary Barrier System (EBS). The EBS is designed for use in expedient force protection barrier construction for expeditionary and austere environments. The barriers are commonly used to protect troops in conflicts around the world. There are eighteen (18) EBS of various dimensions. The EBS are available in nine (9) different sizes and the color options are beige or green. The solicitation number is SPE8E6-25-R-0003 and will be issued unrestricted. FAR Part 15 Contracting by Negotiation procedures will be utilized. Lowest Price Technically Acceptable (LPTA) in accordance with FAR 15.101-2 will be the source selection approach. The Government intends on making no more than two (2) awards with post award competition of delivery order requirements, however the Government reserves the right to make a single award if it is in the best interest of the Government. The exact number of contracts awarded will be based on a determination by the contracting officer at the time of award. The estimated five-year contract dollar value including options is $125, 000, 000.00. The guaranteed minimum for the resultant contract(s) will be a one-time obligation of $1, 410, 000.00 per contract awarded during the base period, for the life of each contract awarded, regardless of any exercised option periods. The Maximum Contract Dollar Value that may be ordered against any resulting contracts is $500, 000, 000.00. Delivery will be FOB Origin.
