This decision will not distort competition by limiting the possibility of bidding for orders from smaller entities, in particular small and medium-sized enterprises. The subject of the order and its size correspond to the capabilities of entities from the SME sector. The decision was verified in terms of functionality and implementation methods used and the structure of potential contractors on the market relevant to the subject of the contract was taken into account. 2.
