Description of the service: The purpose of this contract is the execution of the works corresponding to the replacement of the existing artificial grass of the municipal soccer field 11 of Cassà de la Selva and the improvement of the existing drainage network, including all the actions necessary for its correct execution and commissioning, in accordance with the approved technical project.
Procedure: Type of processing: Urgent Justification of the emergency processing: According to the declaration of urgency of the decree 2026DECR000728 of March 26, 2026. The motivation is as follows: -Need for execution during the sports stop: The main The reason for the urgency is the imperative and irreplaceable need to carry out the works that are the subject of the contract exclusively during the summer break period of the football sports season, which is scheduled to start from July 27 2026.- Impact on the public service: The municipal football field 11 has intensive daily use and is the main facility of the Unió Deportiva Cassà club, which has a total of 415 players. Since the deadline for the work is 9 weeks, starting the work beyond the mentioned date would mean invading the official calendar of competitions and training for the new season 2026/2027.- Safety guarantee: The current deterioration of the grass and the drainage grates means a risk to users. Delaying the award through the ordinary processing would prevent the work from being completed at the start of the new sports year, forcing the public sports service to be paralyzed or forcing the hundreds of users to continue playing in installations that have exhausted their useful life, with the consequent risk to their physical integrity.
