Description

The North American Industrial Classification System (NAICS) code for this notice is 513210 - Software Publisher, Size Standard $47, Product Service Code 7A21 - Business Application Software (Perpetual License Software). NAVSUP FLC Philadelphia intends to solicit on other than full and open competition basis for the Ex-Libris Integrated Library System products on the attached equipment list. The procurement is being processed through other than full and open competition pursuant to the statutory authority of FAR 13.501(a). The government intends to solicit and negotiate with authorized resellers of Ex-Libris, who hold the proprietary information for their Ex-Libris Integrate Library System Software that is FEDRAMP Certified and its associated ancillary equipment and software, on a sole source basis. The requirement is for Ex-Libris Integrated Library System equipment solution for deployment throughout the campus at National Defense University (NDU) and for its accessories currently in use at NDU. The National Defense University (NDU) is procuring the following supplies and services for support: ExLibris Alma/Primo and Digital, which provides a FEDRAMP-approved unified Library Services Platform (LSP) for the NDU as an academic research library requiring a fully integrated platform consisting of an Integrated Library System (ILS), a Discovery Layer for books, periodical articles, and ebooks, a Digital Asset Management System (DAMS) and link resolvers to provide full-text articles with one click.
