Evaluation of the state administrators' project discretionary funds The Ministry of Local Government and District Affairs distributes part of the framework grant to the municipalities at its discretion each year. The basic framework for the municipalities constitutes the main part of the discretionary subsidy, and this is distributed by the state administrators according to frameworks and guidelines from the ministry. The state administrators distribute a portion of their discretionary funds each year as support for innovation and development projects in the municipalities. The Ministry of Local Government and Districts wants to have one carried out evaluation of the arrangement with the state administrators' project discretionary funds. In the project, it must be assessed, among other things, whether the allocation and follow-up of the project discretionary funds contribute to achieving the objectives of the scheme. As part of the evaluation, it must be mapped how the state administrators work with the allocation of project funds, follow-up and dissemination of projects. The evaluation must also include an assessment of the results of the projects in the municipalities. The client also wants the client to assess and propose any changes to the scheme with project discretionary funds that can contribute to better target achievement. Final delivery deadline for the agreement is 1 April 2027. Estimated value for the acquisition is NOK 1, 200, 000 excl. VAT
