Expression of Interest are invited for Evaluation of Peru SEIN's adaptation for the inclusion of Non-Conventional Renewable Generation
1. BackgroundIn the coming years; a significant amount of non-conventional renewable energy (NCRE); mainly generated from wind and solar technology; is expected to be added to the National Interconnected Electric System (Sistema Eléctrico Interconectado Nacional - SEIN) of Peru. This estimate results from the large number of wind and solar projects that have Pre-Operation Studies approved or under review. Power from these projects reached over 22;000 MW in 2022. Likewise; the insertion of new NCRE generation could be motivated by the need for new efficient energy generation to cover SEIN-s growing demand.In addition to this; there is a global trend towards the decarbonization of economic activities; including mining; which is one of the largest electricity consuming activities in Peru. In this sense; it is expected that the need of mining companies to shift to the use of renewable energy will promote the implementation of wind and solar technology-based energy generation projects.However; the addition of NCRE generation to the SEIN will entail challenges that will need to be addressed in the operation; such as intermittency due to the variable wind and sun availability that affects its generation; the reduction of the rotational inertia of the system; the increase in upload and download ramps; the reduction of reactive compensation resources in areas with increasingly less conventional generation; etc. In this sense; it is necessary to quantify these problems; as well as their solutions; such as ancillary services.2. Objectives2. 1. GeneralTo evaluate the impact on the operation of the SEIN; as a result of the connection of new NCRE generation plants by 2034 under the current regulatory conditions. Likewise; to propose operational solutions and the necessary complementary services that make such energy generation expansion feasible.2.2. Specific1. To propose trend and accelerated hypotheses of energy transition towards NCRE generation and use them as a basis to propose generation expansion scenarios in the SEIN by 2034.2. For each generation scenario; to identify and evaluate the limitations and possible operational problems that could arise in SEIN; as a result of the addition of NCRE generation. A simulation of the operation must be run in the Yupana model; while the electrical analyses must be carried out under DigSilent Power Factory; version 2022.SP3 at least.3. For each energy generation scenario; to propose the operational solutions that will be required to make the new NCRE generation operation feasible; including the need for ancillary services.4. To identify the regulations of the electricity sector that should be modified or restructured; for the purposes of implementing the proposed solutions. To propose; only conceptually; the necessary modifications.
