Save the Children International in Iraq is inviting submissions of tenders for a contract to provide the following services:

· All attached documents should be clearly labelled so it is clear to understand what each file relates to.

· One paper copy submitted on headed paper to Iraq Country Office-Farage Commercial Complex, Opposite of 4 Towers, Area 128, Ankawa, Erbil, Iraq

· Bids should be submitted in a single sealed envelope addressed to Yasser Rasheed.

· The envelope should clearly indicate the Invitation to tender reference number (PR431648), but contain no other details relating to the bid or the bidder name.

All supporting documentation should be labelled and grouped together (individual envelopes, stapled etc.), and then included in a single sealed envelope as per the above.

In total, we request that you supply us with the following information:

1. Copy of business owner ID

2. Copy of primary key contact ID

3. Copy of valid business registration

4. Copy of your latest Tax Clearance documents from Ministry of Finance for 2023 (it-s mandatory)

PURPOSE AND OBJECTIVES OF EVALUATION
The purpose of this evaluation is to:
a) Assess the extent to which project objectives were achieved by comparing actual
results to baseline results; and
b) Assess the quality of programme implementation by the partners. Of interest is not
only assess how well the initiative was implemented, but also seek to answer the “why”
question by identifying factors contributing to (or inhibiting) successful delivery of the
results.
The primary objectives of the evaluation are to:
• Assess the extent to which the programme achieved the expected objectives, outcomes,
and outputs through a set of project indicators and targets.
• Evaluate the quality of programme implementation by the partners.
• Evaluate the quality of coordination by consortium leads and sub partners.
• Make recommendations that will inform the implementation of the next phase of the
project.
The specific objectives of the evaluation are to:
• To compare baseline and endline results for each partner.
• To what extent did the project achieve its intended outputs and outcomes, as defined by
its performance indicators?
• To determine the extent to which the consortium lead coordinated the programme in
accordance with the grant agreement.
• To assess the overall effectiveness of communication and collaboration between the
grant agent and each implementing partner.
• To rank implementing partners based on quality programming measurements.
• To identify the elements in programme delivery that met or did not meet the expected
quality measurements and the reasons contributing to the success or failure
