Evaluation of the implementation of horizontal principles in the Slovakia Program Description: The subject of the contract is the evaluation of measures to compliance with the Charter of Fundamental Rights of the European Union, the Convention of the Organization of the United Nations (hereinafter referred to as "UN") on the rights of persons with medical disabled, gender equality, non-discrimination and accessibility of persons with disabilities, which are defined in the Partnership Agreement of the Slovak Republic for the years 2021 2027 (hereinafter referred to as "PD") and in the Regulation of the European Parliament and the Council (EU) 2021/1060 of June 24, 2021, which establish jointly the provisions on the European Regional Development Fund, the European Social Fund Plus, the Cohesion Fund, the Just Transition Fund and the European Maritime, Fisheries and Aquaculture Fund and the budgetary rules for the said funds, as well as for The Asylum, Migration and Integration Fund, the Internal Security Fund and the Financial Support Instrument for Border Management and Visa Policy (hereinafter referred to as "Regulation (EU) 2021/1060") as horizontal principles (hereinafter referred to as "HP"). Adherence to horizontal principles should be evaluated in the framework of the implementation of the Slovakia Program (hereinafter referred to as "P SK") with regard to the set processes and the perception of the effectiveness of the measures on the part of the providers and recipients of support. The evaluation will focus on the quality of application of the EU Charter of Fundamental Rights and of the UN Convention on the Rights of Persons with Disabilities in implemented projects as a consequence of measures to apply HP in the framework of the implementation processes of the Slovakia Program (when announcing calls, selecting projects, monitoring and controlling projects).
