Evaluation of the ferry replacement scheme for county road ferries The purpose of the assignment is to carry out a comprehensive evaluation of the ferry replacement scheme for county road ferries. The county ferry replacement scheme was introduced from 2016, and is financed within the framework grant to the county municipalities. The ferry replacement scheme is thus revenue-neutral in the macro, but affects the distribution of income between the county municipalities. A ferry replacement project involves the construction of a new road connection, i.e. a bridge or submarine tunnel, which replaces or shortens a ferry connection. SD decides which projects are to be covered by the scheme, while KDD determines the size of the ferry replacement funds for the project. The county municipalities themselves have a responsibility to promote issues that are relevant. Several clarifications have been made in the guidelines after they were established in 2016, most recently in 2020, and the scheme has been changed several times...
