The contract concerns the mission of assistance to project management for the evaluation and support in the definition of the cultural policy of the municipality of Cognac. Expected skills: The service provider must be a specialized firm or consultant in: - Cultural engineering and the evaluation of public policies, - Cultural town planning, - The management and governance of cultural facilities, - The conduct of participatory and consultation approaches. He must have the following skills: - Analysis and evaluation of cultural policies, including the financial and strategic dimension; - Conducting participatory approaches, mobilizing cultural actors, elected officials, services and residents; - Knowledge of governance and DSP models in the cultural domain. As an indication, the service should begin in November 2026 and should end, at the latest, in November 2027
