ASSIGNMENT DESCRIPTION
The overall objective of this consulting assignment is to provide Technical Assistance to establish a sustainable municipal lending program in Palestine. This activity proposes to support the capacity of the Municipal Development and Lending Fund (MDLF) to assess and lend to creditworthy municipalities .The activity will provide technical assistance to:
(1)assess the financial condition of twenty-five municipalities in Palestine and make recommendations to strengthen the financial performance and creditworthiness of the municipalities and establish a financial monitoring framework for municipalities
(2)assess the policy, legal and regulatory framework for municipal lending in Palestine and offer recommendations to strengthen them;
(3)Review the existing institutional structure and systems of MDLF and examine their capabilities for initiating and managing a municipal lending program; and, develop an institutional design and capitalization strategy for MDLF to initiate lending activity
