3. Description of Requirement
The Government requires one (1) Epiq Solutions Matchstiq X40 Software Defined Radio (SDR) transceiver and its associated Platform Development Kit (PDK). This COTS hardware must provide a native 18 GHz tuning range, 450 MHz instantaneous bandwidth, and a 4R1T channel configuration, all within a miniaturized M.2 card form factor suitable for integration into SWaP-constrained tactical payloads.
4. Justification for Noncompetitive Action
Intended Source: Epiq Design Solutions, LLC (CAGE: 5J4S9)
Reason for Lack of Competition: The OEM, Epiq Solutions, holds the proprietary hardware designs and software libraries required for immediate development. Market research confirmed that no alternative COTS products exist that meet the Government's minimum requirements, and the OEM does not utilize an authorized reseller network. A redacted copy of the Single Source Justification is attached to this notice.
