The EU-PH Partnership for Green Economy in the Philippines (GEPP): Green LGUs Project aims to strengthen the circular economy capabilities of LGUs by integrating innovation, private sector engagement, and civil society participation, with a strong focus on youth and gender equality. Led by the Departmentof Environment and Natural Resources (DENR) and funded by the European Union (EU), the EUR 60 million GEPP program supports the Philippines transition to a circular economy by reducing waste, improving energy efficiency, and increasing renewable energy use. The Green LGUs Project, implemented by UNDPwith the Department of the Interior and Local Government (DILG), focuses on enabling policies, financing, capacity building, and behavioral change to advance local circular economy initiatives. The project directly supports 20 Tier 1 LGUs and provides targeted assistance to an additional 40 LGUs.The first batch of 10 Tier 1 LGUs has already undertaken participatory workshops to analyze circular economy entry points, prioritize interventions, and develop sectoral CE portfolios focusing on plastics, organics, and tourism. These portfolios include essential technologies, equipment, vehicles, and infrastructure—ranging from conventional to innovative solutions.
