The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, VOSB, SDVOSB, or WOSB concerns that may be interested in, and capable of, performing the work described herein and the attached Draft Statement of Work(SOW) to assist in the preparation of an Environmental Impact Statement (EIS) for the phase 2 medium- and heavy-duty vehicle fuel efficiency improvement program.
In addition, the government will conduct market research to identify any qualified small businesses; NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses may not be made. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice.
Background:
NHTSA has implemented the CAFE program since the mid-1970-s, when Congress enacted EPCA. EPCA established a program to regulate automobile fuel economy and provided for the issuance of average fuel economy standards for passenger cars and separate standards for light trucks. In December 2007, Congress enacted the Energy Independence Security Act (EISA) of 2007, which significantly amended EPCA-s program requirements, granting DOT additional rulemaking authority and requirements. Under the requirements of EISA, DOT (NHTSA) has issued fuel economy and fuel efficiency standards, examples of which can be found on the CAFE website: Corporate Average Fuel Economy (CAFE) | NHTSA (https://www.nhtsa.gov/laws-regulations/corporate-average-fuel-economy).
