Expression of Interest are invited for Environmental, Health and Safety (EHS) Guidelines Update - Framework Agreement.

Description: The International Bank for Reconstruction and Development (IBRD)/ International Development Association (IDA); International Finance Corporation (IFC) and Multilateral Investment Guarantee Agency (MIGA), herewith referred to as the World Bank Group (WBG) invites qualified firms to submit their Expression of Interest (EOI) to provide consulting services for the WBG-s business needs.

The WBG Environmental, Health and Safety Guidelines (EHSG) are technical reference documents with general and industry-specific examples of Good International Industry Practice (GIIP) and are referred in IBRD-s Environmental and Social Framework and in the IFC and MIGA Performance Standards. The EHSG contain the performance levels and measures that are normally acceptable to the WBG, and that are generally considered to be achievable in new facilities at reasonable costs by existing technology. The WBG EHSG are used by the WBG as a source of GIIP for EHS risk management. In addition, Equator Principles Financial Institutions, Organization for Economic Co-operation and Development (OECD), Export Credit Agencies, and European Development Financial Institutions apply them as part of their risk management frameworks. Moreover, they are used by governments, the private sector, industry associations, banking and financial intermediaries, non-governmental organizations (NGOs), technology developers and consultancies.

Over the last several years, the WBG has been working to update and modernize the EHSG, recognizing their role as technical reference guides. The strategic goals for the update and modernization of the EHSG are to revise the scope, structure, and content of various EHSG to reflect current GIIP; update references to relevant mitigations, standards, and performance indicators; and incorporate relevant emerging sustainability topics. The selected Consulting Firm will conduct research and gap analysis against current GIIP, draft the revised EHSG, closely coordinate with WBG specialists to incorporate WBG comments, support the consultation process and use stakeholders' feedback to inform the final document, and finalize the EHSG for publishing.

The WBG seeks to establish Framework Agreements with a prequalified pool of consulting firms available to support the update and modernization of the EHSG. The pre-qualification does not guarantee the assignment of tasks. Pre-qualified firms will be invited to submit technical and financial proposals ('mini-bids') or be assigned directly (‘call-offs-) to undertake the update of one or more EHSG.

The Consulting Firm's EOI should include the firm's qualifications and experience relevant to perform the EHSG update; key industry sectors of expertise, including access to the most current EHS standards; a core team of experts with relevant WBG, industry and EHS experience; and the quality control process of the firm. The Consulting Firm may include subcontractors or external specialists to supplement their pool of expertise, if needed.
