Tenders are invited for Environmental and Social Specialist.


The Council for Development and Reconstruction (CDR) is in the process of establishing a project management unit to assist The CDR in the implementation of the Roads and Employment Project, now invites eligible local experts ("Individual Consultants"), to indicate their interest in providing the required Task. Interested individuals should provide information demonstrating that they have the required qualifications and relevant experience to perform the Tasks by submitting their Expression of Interest ("EOI") and Curriculum Vitae ("CV"). EOIs and CVs must be delivered in a written form to Council for Development and Reconstruction, Legal Affairs- Tenders Department Tallet El Serail Beirut Lebanon referencing Roads and Employment Project Implementation Unit.

The selection will be carried out through an interview to evaluate the relevant overall capacity of at least three qualified candidates among those who have expressed interest in the assignment. The CDR will negotiate a contract with the most qualified individual consultant for a contract of 11 months subject to renewal.

Environmental and Social Specialist (CDR) (Full Time)

A minimum of an undergraduate university degree (BA or BSc or higher degree) in a related field with at least 10 years of relevant experience. Knowledge of and experience in application of World Bank-s or other internationally accepted environmental impact assessment standards and Lebanese laws and procedures related to environmental impact assessment procedures. Previous experience with ESIA and ESMP related to infrastructure/roads or other projects and in developing monitoring and reporting systems is a must. Knowledge of and experience in application of World Bank-s or other internationally accepted social safeguard standards and Lebanese expropriation law and procedures and social impact assessment procedures. Previous experience with resettlement, RAP and ESIA related to infrastructure/roads or other projects and in developing monitoring and reporting systems is a must. Must possess strong oral and written communication skills (English and Arabic) and country context.

The consultant will work for PIU, to support the implementation of Roads and Employment

Project and other CDR/WB projects if needed.

Under the supervision of the Project Coordinator, she/he will report to the Project Director on the following responsibilities.

• Provide overall environmental management oversight during the implementation of the Project, supporting and advising the client in addressing a variety of environmental issues at all the stages of the implementation of the Roads and Employment Project and in environment related training/awareness raising and coordination activities.

• Implement environmental related activities as outlined in the Environmental and Social Management Framework (ESMF) of the project.

Prepare necessary documents, such as environmental guidelines and tools in consultation with stakeholders and help the client in commissioning and managing additional and/ or special studies/assessment, if necessary. Under the direct supervision of Project Coordinator, the incumbent will be responsible for, but not limited to, the following duties.

• Carry out site supervisions during implementation of subprojects and activities, and provide feedback to the PIU.;

• Identify requirements of permission for setting up observation and measurement system in areas secured for conservation and protection;

• Coordinate with relevant agencies for obtaining permission;

• Communicate with vendors, contractors, and subcontractors for necessary environmental compliance;

• Evaluate environmental risks associated with floods, landslides, erosion, bank cutting and shifting channel as a result of project activities;

• Assess baseline condition of project sites and field locations;

• Produce report in a manner understood by non-technical people for effective dissemination purpose.

• Conduct baseline and other surveys as required for collecting and analyzing data required for the evaluation of the Road rehabilitation sub-projects.

• Monitoring of workers welfare including those in contractor-s packages.

• Ensure fair working condition to the labourers, conduct awareness raising programs for labourers at construction sites informing them about their opportunities right, duties, hygiene, safety etc.,

• Ensure representative participation of people from Disadvantaged Groups in different committees as foreseen by the programme document.

• Ensure the protection of populations at risk and vulnerable groups during project implementation.

• Work closely with the contractor and consultants engineers and assistant engineers in order to avoid and minimize adverse impact from the project implementation to the extent possible and document all the information;

• Consult CDR on the possible measures, confirming the national resettlement policies to avoid and minimize the adverse impact of the development sub-projects,


• Assess and analyze land for land options to the extent possible for affected households that are dependent on land-based livelihoods, farming, livestock raising, who do not have the skills and capacity to undertake alternate livelihoods; Recommended to delete.

• Identify DAGs, female for appropriate skill development activities to improve the livelihoods. Conduct needs assessment of the APs for skills development of DAGs.

• Support DAGs in the process of grievance redress mechanism, formulate Grievance Redress Committees in each site where land acquisition and resettlement will take place, provide a list of Grievance Redress Committees in the updated Resettlement Plan; if required.

• Collect Success/Failures Stories. Prepare Case studies human interest stories and assist CDR for wider circulation, sharing.

• Monitor the inclusive participation of women and DAGs in the project.

• Organize and conduct orientation and awareness trainings about the project as required.

• Compile data related to project output and outcome indicators and collect and compile required data.

• Compile relevant sections of monthly, quarterly and annual progress data, and prepare report.

• Any other tasks as per requirements and delegation of line managers.

EOIs and CVs must be delivered to the above mentioned address not later than 12 o-clock noon Beirut Local Time on Friday March 29th, 2019.
