The objective of this assignmentis to assess current and future flood risks in Kathmandu Metropolitan City (KMC), including hazard exposure, vulnerabilities, and flood dynamics, while considering upstream andinter-municipal hydrological linkages across the Kathmandu Valley. Based onthis analysis, the assignment will identify and prioritize Nature-basedSolutions (NbS) and urban design strategies for high-risk hotspot areas anddevelop a phased, risk-informed flood mitigation investment plan. The approach will leverage toolssuch as the World Bank-s NbS Opportunity Scan (NbSOS) and align with theGFDRR-s City Resilience Program framework to ensure that the proposedinterventions are technically robust, contextually appropriate, and designed todeliver multiple co-benefits—climate resilience, environmental sustainability, and social inclusion—particularly for the most vulnerable populations in KMC.Key components of the study: 1. Data Review and Gap Assessment2. Flood Risk Assessment and Anlysis of Flood Dynamics3. Identification and Prioritation of Flood Risk Mitigation Options4. Flood Risk Mitigation Investment Plan
