The Naval Surface Warfare Center, Crane Division (NSWC CR) has a requirement for supplies, and engineering and logistics support services in support of the life cycle sustainment of the Multi-spectral Targeting System Family of Systems (hereinafter known as MTS). The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with one source, Raytheon Company, 2501 W University DR Mckinney, Texas 75071-1300 (CAGE 96214). This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1. The basis for restricting competition is due to lack of Government owned drawings as well as duplicative costs and schedule delays that the Government does not expect to be recovered through competition.
