Dear Sir/Madam:



1. The LGU-Bakun, Benguet (hereinafter called -œProcuring Entity- has received financing (hereinafter called -œfunds-) from the 2018 Supplemental Budget (hereinafter called the -œFunding Source-) toward the cost of the Engagement of Consulting Services for the Formulation of the Comprehensive Land Use Plan (CLUP) of Bakun, Benguet. The Procuring Entity intends to apply a portion of the funds in the amount of P2, 000, 000.00 to eligible payments under the contract for the project previously mentioned for which the Bidding Documents is issued.

2. The Procuring Entity now invites bids to provide the consulting services which shall cover the first ten (10) steps in the preparation of the CLUP (Phases 1-3, and part of Phase 4), spread over an 18- month period. Phase I- profiling, stakeholders- analysis, visioning, and situational analysis; Phase 2- mapping; Phase 3- sectoral studies; and Phase 4- the consultant shall provide technical assistance in the drafting of the Zoning ordinance (ZO) and in the conduct of the remaining activities until the Provincial Land Use Committee (PLUC) endorses the CLUP and ZO to the LGU for adoption and enactment. Phase I of the CLUP process includes the updating of the Municipal database through appropriate first hand data gathering methodologies. The output of this consultancy engagement shall be as follows:

-c At the completion of step 9 ( Conduct of Public hearing) in any month of the consultancy period, the consultant shall prepare three (3) hard copies of the draft CLUP and ZO, and one (1) set of presentation maps. These are some of the documents to be transmitted to the Sangguniang Panlalawigan for review.

-c At the end of the consultancy period, the final output of this consultancy engagement shall be a CLUP and ZO endorsed by the PLUC for adoption and enactment by the Sangguniang Bayan, presented/packaged in three volumes, namely: Volume I (The Comprehensive Land Use Plan); Volume II (Zoning Ordinance) and Volume III ( Sectoral Studies). The Consultant shall deliver this output to the LGU in eight (8) hard copies and two (2) soft copies.

-c In its final form, the Volume I and III of the CLUP should contain the following:

-updated socio-economic, demographic, physical and environmental profile/database;

- Consolidated and prioritized significant development needs, issues and concerns;

- Strengths, weaknesses, opportunities, threats analysis;

- Vision, mission, objectives and strategy identification;

- Spatial component maps necessary in the achievement of the vision; and

- Documentation of the supporting studies that were undertaken to arrive at the resultant CLUP.

3. The Consultant shall be selected and employed in accordance with Quality-Based Evaluation procedures as described in the Bidding Documents.

4. This notice has been addressed to the following short listed consultants:

5. It is not permissible for you to transfer this invitation to any other consultant.

6.The Bidding Documents shall be available at LGU-Bakun BAC Secretariat, Municipal Building, Ampusongan, Bakun, Benguet during 8:00 A.M. to 5:00 P.M. starting June 18, 2018.

7.The LGU-Bakun, Benguet will hold a Pre-Bid Conference on June 25, 9:00 A.M. at the Sanggunian Bayan Session Hall, Ampusongan, Bakun, Benguet, which shall be open only to all interested parties who have purchased the Bidding Documents.
