Expression of Interest are invited for Energy Audit.
Chisinau Municipality has received financing in an amount of EUR 25 million from the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB) and E5P Grant toward the investments in the Green City Framework: Chisinau buildings Project and intends to apply part of the proceeds to the following services: energy audit of public buildings in the Municipality of Chisinau.
This assignment aims to develop the energy audit reports, analyzing the following general measures:
a. Measures for thermal insulation of building envelope;
b. Measures to rehabilitate the lighting system;
c. Measures to rehabilitate the heating system and DHW system including solar;
e. Measures to rehabilitate or build up a ventilation system using e.g. heat recovery equipment.
Energy audits will in general follow the principles stipulated within standard EN16247 as stipulated in the following documents:

The energy audits must be based on up-to-date operational or measured data on energy consumption
The auditor should seek most recent and detailed information on energy consumption of the building and use this as baseline for calculation of savings.
The Consultant is required to provide complete energy audit reports in Romanian and English that should include:
A detailed review and breakdown of energy consumption per use
A concise technical description of the potential EE measures
An assessment of the potential for building integrated renewables eg. solar water heaters, PV, ground source heat pumps etc.
Estimate of the investment and return of investment.
The parameters for the cost-benefit analysis will comprise of a simple payback calculation as well the annuity method. The calculation parameters for the annuity method will be provided by the contracting body.
A stipulation if any of the measures proposed could have an implication on the structure and fire safety in the building, including brief structural and waterproofing condition assessments.
Each lot includes a list of 10 buildings, subject to energy audit (1 hospital per lot, schools and kindergartens with the total heating area around 70, 000m2 per lot).
Assignment Start Date and Duration: The assignment is expected to commence in the first quarter of 2018 and be completed within 1.5 months from the contract signing date.
Taxes: The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such determination in the response to the Notice. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the consultant/s unless otherwise agreed.
Funding Source: It is anticipated that the contract will be fully financed by EIB / EBRD.
Eligibility: There are no eligibility restrictions.
Consultant Profile: The Consultant will be a consultancy firm with at least 5 years' experience in similar services with particular emphasis in the development of energy audits on public buildings. International experience will be an advantage. The Consultant should be knowledgeable in energy policies and energy management procedures of Moldova. Experience in buildings project design and implementation, maintenance and operation, monitoring and evaluation of savings, property/facility management, energy and/or equipment supply, provision of service) will be an advantage. It is expected that the Consultant will provide a suitable multi-disciplinary team to include:
a Project Manager with more than 5 years- relevant professional experience in energy efficiency, including 1 leading project;
at least 2 experts with minimum 2 years- relevant experience on energy audits, worked in the region conducting similar projects would be an advantage.
At least one expert certified for performance of electrical energy audits and one expert certified for thermal energy audits under Moldovan legislation (certificates should be attached). This could be one of the above experts.
At least one civil engineer, with experience in buildings structural assessment. This could be one of the above experts.
All key staff should have knowledge of Romanian; Team leader should demonstrate sound knowledge of English.
In case the participant would express its interest in both lots, it should provide the key staff as per above for each lot separately.
Submission Requirements: Interested firms are hereby invited to submit expressions of interest. Participants are free to express their interest in one or two lots (provided that the qualification requirements above are met).
In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted should include the following:
- company profile, organization and staffing;
- details of experience or similar assignments undertaken in the previous five years, including their locations;
- CVs of staff who could be available to work on the assignment.

The above information should not exceed 20 pages including CVs.
One original and one soft copy (CD/DVD) of the above information in English and in Romanian should be submitted to the Client in an envelope marked "Expression of Interest for energy audit", to reach the Client not later than the closing date quoted above.

Important Notes:
1. The selection will normally be made from responses to this notification only. Consultants will not be asked to submit a proposal. The highest-ranked Consultant will be selected from a shortlist and be invited to negotiate the contract, subject to availability of funding.
2. The selection criteria are as follows:
(a) Firm-s previous project experience in carrying out similar assignments for similar size projects (60%)
(b) CVs of Key Experts including demonstrated previous professional experience in the related area of expertise (40%)
