The U.S. Army Corps of Engineers, Pittsburgh District, has a project to replace the Tow Haulage Systems at both Emsworth and Dashields Locks and Dam; 0 Western Ave, Emsworth, Pennsylvania 15202 and 100 Dashields Lock Road, Coraopolis, Pennsylvania 15108, respectively. Replacement will be with an Electrically Controlled and Electrically Actuated Counter Torque System that will remain on the same wall of the existing system. The new Tow Haulage System will consist of two multi-layer, single drum winches located on opposite ends of the lock (upstream and downstream) adjacent or as close as feasibly possible to the Miter Gate Recesses. The winches operate in tandem to move barges smoothly and safely through the lock chamber. These winches pull against each other in a counter torque fashion to keep the cable tight along its entire operation. As one winch hauls the barge forward (Towing Mode), the opposite winch operates in Hold Back Mode to supply a set amount of back tension on the cable. Constant tension in the system provides consistent spooling of wire rope, consistent tracking over sheaves, and prevents slack fouling issues. The work shall be completed within 1, 278 Calendar Days after written Notice to Proceed. Per DFARS 236.204(i), Magnitude of Construction is between $10, 0000, 000.00 and $25, 000, 000.00. This acquistion will be procured as an Unrestricted, Full and Open Competition. The resulting award will be for one (1) Firm Fixed-Price (FFP) Contract. All responsbile Bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued online through the Procurement Integrated Enterprise Environment (PIEE) which posts the opportunity to SAM.gov.
