PURPOSE OF ASSIGNMENT:

To contribute to the successful emergency and recovery response in Hela and Southern Highlands Provinces.

Under the direct supervision of the Operations Manager and the Emergency Coordinator, the Logistics consultant manages the emergency logistics operations including planning, coordination of incoming shipments, warehousing, in-country transport, establishment of logistics hubs, distribution and partner capacity building in logistics, support to emergency programme staff on how to do end user supply monitoring and reporting. Advises on all matters within logistics and distribution. Collaborates closely with operations s and programme UNICEF staff in defining logistics interventions to meet the emergency response needs.

How can you make a difference?

Main Duties/Responsibilities:

1. Lead the identification/assessment and prioritization of key logistics bottlenecks and provide solutions for timely and cost-efficient distribution of supplies to implementing partners and onward distribution to end-users.

2. Coordinate and ensure timely delivery of programme supplies, (based on distribution plans) to the implementing partners, using the transport services available.

3. Follow up, in collaboration with programme staff in the field, to ensure receipt of timely acknowledgement from the partners, when supplies are handed over.

4. Manage the relationship with logistics service providers and verify the invoices provided by the service providers.

5. Assist the implementing partners and programme staff in the field, and build their capacity to ensure that supplies are distributed to the end-users and reported on, including any gaps or problems.

6. Compile and disseminate logistics information and ensure regular and timely transmission of pipeline, logistics monitoring information, stock levels and distribution status to programmes and implementing partners and advise on storage and further distribution.

7. Timely follow up with operations (especially supply) and programme colleagues in the office up to ensure efficiency of the logistics operations (e.g. customs clearance, transport requests, receipt and dispatch of goods).

8. Coordinate closely with the different programme sections and distribute supplies as per confirmed distribution plans and continuously monitor and update, including with necessary adjustments, routing and scheduling plans for in country distribution.

9. Work with programme and operations colleagues to keep their supply plans and orders updated and actioned so that improved logistical planning and arrangements are made in a timely, effective way.

10. Any other duties assigned by the Operations Manager or Emergency Coordinator.

Deliverables:

1. Ensure distribution or supplies as per distribution plans.

2. Monthly progress report indicating bottle necks and outcome of coordination with implementing partners, UNICEF programme sections and government authorities.

3. Facilitate storage and ensure that supplies are safe and secure during storage and transit.

4. Accurate report on current stock levels and conditions of supplies in various locations.

5. Reporting on any irregularities or deviations from intended purposes of supplies.

6. Report on capacity building of the staff and partners in logistics and supply management.

To qualify as an advocate for every child you will have…

University degree from a recognized academic institution in one or more of the following areas is preferred: Supply Chain Management, Business Administration, Management, International Economics, Engineering, International Development, Contract/Commercial Law, or areas directly related to logistics operations or UNICEF programme areas. First University degree combined with demonstrated professional work experience and understanding of relevant functions may be considered in lieu of advanced university degree, preferably combined with credited courses or certifications from relevant professional bodies in supply chain management, procurement, contracting or logistics.

Working Experience:

Minimum 6 years of progressively responsible professional work experience at the national and/ or international levels in logistics.

Minimum of 3 years logistics experience in emergencies.

Strong organization, communication and coordination skills.
