Department of Veterans Affairs Veterans Health AdministrationProgram Contracting Activity Central (PCAC)May 13, 2025PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Elizabethtown OPC.100% SDVOSB SET ASIDEThis is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services for the Elizabethtown Outpatient Clinic (OPC) Activation. This requirement supports VHA's mission by providing contractor support services to help bring the facility into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (34) thirty-four months. The Elizabethtown, Kentucky OPC was approved as part of the PACT Act in 2022. The Robley Rex VA Medical Center has been working with VA Construction and Facility Management, real estate brokers, and consultants to develop and secure an award of the lease. Award of the lease contract is anticipated to occur in June 2025. The project was approved for approximately 51, 240 Net Useable Square Feet (NUSF), equating to an advertised minimum of 52, 265 to a maximum of 61, 488 of American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Occupant Area (ABOA) square feet (SF). The outpatient clinic is planned to offer Primary Care (8 PACT teams), Mental Health, Ambulatory Specialty Care, Audiology, Laboratory, Optometry, Physical Therapy, Home Based Primary Care (HBPC), Tele-Health, Tele-Retinal, and limited Radiology (general x-ray and CT).This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37.
