Tender Details

The purpose of this consultation is to enter into a framework agreement based on purchase orders in order to implement an electronic voting solution for the elections of parents' representatives within the boards of directors of local public educational establishments (EPLE). The electronic ballot box is unique per ballot. Each vote is intrinsically independent of the others. The market also includes the possible possibility of organizing other internal elections within the EPLE. The framework agreement results from the identification of needs carried out by the EPLEs as part of the national purchasing group for digital and external services. The signing of the act of commitment constitutes a purchase order for 242 ballots in October 2026. Purchase orders additional orders can be issued for 2026. Legal commitments will be issued for 2027 and 2028 based on annual censuses. The pooling of purchases for the implementation of electronic voting is in its third edition after 2024 and 2025. In 2025, 210 ballots were organized as part of the shared market for 221, 000 parents registered on the electoral lists.
