To meet provincial transport demand, Ornge contracts a portion of patient transports to designated airline and paramedic service providers. These providers operate as independently authorized Designated Delivery Agents under the Ontario Ministry of Health and are responsible for maintaining their own regulatory compliance, including required documentation, quality assurance (QA), and investigative processes.Given this operating model, Ornge requires an ePCR system that supports both centralized oversight and distributed operational use across multiple independent service providers. Specifically, Ornge must maintain comprehensive access to all patient care records, operational documentation, and quality assurance data associated with both Ornge-operated and contracted transports to fulfil its provincial accountability, clinical governance, and operational oversight responsibilities. At the same time, contracted service providers must be able to meet their own Ministry of Health obligations for documentation review, quality assurance, and incident investigation related only to the transports they perform.
