ELECTRIFICATION AND MODERNIZATION OF ELECTRICAL SYSTEMS IN KIBONBON ELEMENTARY SCHOOL

Project 2019-07-0071-E009



1. The Department of Education, Division of El Salvador City, through the General Appropriation Act CY 2019 intends to apply the sum of Six Million Three Hundred Twenty-Five Thousand One Hundred Thirty-Seven Pesos and Sixty-Two Centavos (Php 6, 325, 137.62) being the Approved Budget for the Contract (ABC) to payments under the contract for Electrification and Modernization of Electrical Systems in Kibonbon Elementary School. Bids received in excess of the ABC for each lot shall be automatically rejected at bid opening.

2. The Department of Education, Division of El Salvador City now invites bids for Electrification and Modernization of Electrical Systems in Kibonbon Elementary School. Completion of the Works required is 120 calendar days.



3. Based on GPPB Circular 03-2016, bidders are required to submit their PhilGEPS certificate of Registration (Platinum Membership) during bid submission.



4. The Bidder must have an experience of having completed a Single Largest Completed Contract (SLCC) that is similar to this Project, equivalent to at least fifty percent (50%) of the ABC adjusted, if necessary, by the Bidder to current prices using the Philippine Statistics Authority (PSA) consumer price index.



5. Bidding will be conducted through open competitive bidding procedures using non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the -œGovernment Procurement Reform Act.-

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.



6. Interested bidders may obtain further information from Department of Education, Division of El Salvador City and inspect the Bidding Documents at the address given below from 8:00am to 5:00pm.



7. A complete set of Bidding Documents may be acquired by interested bidders on September 25, 2019 to October 7, 2019 from the address below (Rodrigo N. Valmoria Jr., BAC Secretariat) and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten thousand pesos [Php 10, 000.00].

The bidder shall have the option to participate in any or in all of the lot in the project stated in Paragraph 1 provided that it is within bidder-s contracting capacity based on the NFCC.



8. The Department of Education, Division El Salvador City will hold a Pre-Bid Conference on September 25, 2019, 9 o- clock in the morning, Philippine Standard Time at Department of Education, Division of El Salvador City, Division Office, LRMDS Room, Zone 3, Tuburan, Poblacion, El Salvador City. The said Pre-Bid Conference shall be open to prospective bidders and Invited Observers



9. Bids must be duly received by the BAC Secretariat at the address below on or before October 7, 2019, 9 o-clock in the morning. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

Bidders shall submit their bids through their duly authorized representative using the appropriate forms provided in Section IX. Bidding Forms on or before the deadline specified in the ITB Clause 21 in two (2) separate sealed bid envelopes, and which shall be submitted simultaneously. A duly authorized representative shall submit special power of attorney/ a notarized certification authorizing him/her to represent the proprietor/ manager/ owner.
