③ have Grade A, B or C in "Sales of products" for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in Kanto-Koshinetsu Region ;
④ have permission to be a general electric enterprise in accordance with article 2, section 2 of the Electricity Utilities Industry Law ;
⑤ must satisfy the bidding conformity condition listed in the tender explanation concerning the status of efforts for environment conscious
