Background
NRC is a humanitarian organisation which provides assistance, protection and durable solutions to refugees and internally displaced persons worldwide. The majority of our more than 7000 staff members are national employees in NRC-s programmes in over 30 countries worldwide, where we provide camp management, food assistance, clean water, shelter, legal aid, and education services.
NRC works in many deep field locations with limited access to internet. NRC USA, an affiliate of the NRC-s Head Office in Oslo, was established in 2016 and prioritizes advocacy and support of NRC-s field operations worldwide.
About this Project
Humanitarian organisations are increasingly struggling to protect and deliver assistance in areas that are difficult to reach, under armed group control or in active conflicts, complicating their ability to deliver principled humanitarian aid. NRC-s 2018-2020 Global Strategy includes the ambition for NRC to be ‘the leading organisation in hard to reach areas.-
NRC has prioritized building the capacity of frontline staff and developed a series of trainings on humanitarian access and negotiations, including an eLearning and a Training of Trainers program available to all humanitarians.
NRC-s first eLearning on humanitarian access targets all humanitarian workers and provided an overview of definitions and principles of humanitarian access as well as means for obtaining and maintaining access. To build on the success of the first module, and to meet a growing demand for capacity building in humanitarian access, NRC will create new advanced eLearning opportunities with an approach that considers humanitarian access at all levels.
Accordingly, NRC hopes to elevate its eLearning offerings by providing more advanced content that prioritizes theoretical and operational principles of humanitarian access as well as core competencies related to access within specific humanitarian aid sectors, such as education, camp management, and legal aid. The course modules will utilize a scenario-based and interactive approach and will be designed from the end user-s perspective, specifically those working in hard to reach areas who otherwise may not be able to access in-person trainings. They will be incorporated into the Humanitarian Leadership Academy-s (HLA) Kaya platform which is based on Totara open source technology with SCORM 1.2 and 2004 capabilities.
Objectives
The aim of this quotation process is to identify and contract a professional eLearning material provider (Provider/Bidder) to undertake the design and development of 5 hours of bespoke advanced eLearning course modules supporting “Humanitarian Access in Hard to Reach Areas.” Generally, the objectives of the eLearning modules are to:
1. Generate theoretical and operational guidance regarding access;
2. Identify roles and responsibilities of teams operating in Hard to Reach Areas; and
3. Apply NRC-s guidance principles to specific humanitarian aid sectors.
The guidance principles are outlined in NRC-s High Risk Guidance Note, and the eLearning should provide a variety of scenarios that exemplify some of these responsibilities and principles. Other specific elements will be determined in human-centered design workshops in which humanitarian colleagues will contribute to curriculum and content decisions. While these objectives are closely aligned to prior feedback sessions, these proposed objectives may shift slightly as a result of future workshops.
Target groups
The target groups for the eLearning modules will include humanitarian staff and decision makers, with attention to remote aid workers. NRC aims to have 600 people from the humanitarian aid sector complete these modules.
Scope and Specifications
NRC aims to design eLearning materials responsive to its target groups by utilizing a humancentered design approach in which end users will contribute to storyboarding and provide insights in
alpha and beta testing phases. The project therefore involves transforming these user insights and
content from the High Risk Guidance Note to an engaging and interactive learning experience that
employs adult learning principles. However, some content and instructional design will be part of the
scope. The Provider is expected to liaise with NRC focal points on content and branding.
The modules developed under this project should lend themselves well to translation to other
languages and be easily adaptable for future contextualisation. As many of NRC-s field offices will
have limited web access and capacity, NRC wants to offer an off-line publishing functionality for the
modules that retain interactive and innovative elements.
Specifications
The series will be hosted on Kaya, an open source Learning Management System based on Totara
with Scorm 1.2 and 2004 capabilities.
The eLearning modules will include:
• instructional text
• assessment modules including:
o multiple choice
o short answer
o matching
• adaptive assessment capabilities
• sound
• graphic figures including animation
• links to background reading documents based on existing NRC documents
• videos, including those with 360 capabilities
• branching scenarios based on learner choice
• elements of game design
• microlearning structures such as interactive infographics
• personal reflection space
Each module should not require more than 30-45 min. of interactive eLearning for the participants,
excluding background reading, personal reflection, and practical exercises. After piloting an English
version, the final content will be translated into French, Arabic and Spanish. However this particular
contract will not require translation services.
The final eLearning course modules must be compatible with Totara open source technology as it will
be published through NRC-s portal on Kaya.
Desired outcomes
600 humanitarians will complete an interactive and engaging learning experience relevant to their
roles and responsibilities in the field. They will apply their new learning to the embedded assessment
modules and will reflect on their application of the concepts in their work through end of course
survey(s) delivered two months later.
Development and Deliverables
Phase Deliverables
Design • Visual moodboard. The Provider will develop a visual moodboard that conveys
the design sense that will be used throughout the eLearning modules. In

accordance to guidelines from the NRC Brandbook, the visual moodboard will
contain font styles, colour schemes, and sample images and iconography.
Development • Storyboards. Module storyboard(s) will be developed and sent for approval
before moving forward with actual development.
• Alpha and beta versions. The Provider will use the approved Storyboard along
with new and existing graphic collaterals to develop multimedia-based online
course modules.
• Expert review, user testing, and quality assurance (QA). The Provider is expected
to provide quality assurance (QA) on the humanitarian access modules. NRC will
test the content in three workshops. The results and feedback from these
workshops will be sent to the Provider. The Provider must implement the edits and
changes NRC requests.
• Gold (final) version. The Provider will implement the feedback and produce a
Gold version of the eLearning course modules.
Pilot and final
product
• On-hand content support. At the onset of the Implementation phase, the
Provider will provide required content support, including any additional content
revision for adjustments.
Handover • Handover. At the end of the contract, the Provider is expected to submit copies
of all relevant files used in the design and development of the eLearning course
modules. This will include the storyboards, updated transcripts, editable raw files,
Gold version, and other pertinent documentation.
Costs
As an independent humanitarian organisation, NRC will always strive to minimize the administration
costs in our work protecting the most vulnerable. NRC highly values an offer based on a
humanitarian discount. The contract will be awarded to the most economically advantageous tender
based on price-quality ratio as well as the award criteria listed below.

• Price-quality assessment: price comparison to established expectation and other proposals
• Proven experience with publishing interactive eLearning materials for adults in organisations
with cultural diversity, varying levels of digital proficiency, language barriers and Internet access
• Experience designing effective scenario-based learning and branching modules
• Availability of dedicated qualified consultant and development team with proven experience
developing and publishing similar eLearning materials
• Availability of positive client references from developing and publishing of eLearning content
in culturally diverse organisations
• Use of authoring software which allows NRC to update the modules continuously
• Ability to develop and publish the modules within the set timeframe
• Ability to communicate in oral and written English
• Proven ability to comply with NRC-s values and code of conduct
