Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non- governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision and guidance of the Chief of Mission (CoM) based in Pohnpei, Federated States of Micronesia (FSM) and in coordination with relevant units in the Regional Office for Asia and the Pacific in Bangkok (RO Bangkok) in relation to reporting, proposals and awareness-raising material development, the successful candidate will be responsible and accountable for supporting the planning, coordination, implementation and monitoring of a portfolio of development projects funded by the United States Agency for International Development (USAID), Office of US Foreign Disaster Assistance (OFDA) in the Federated States of Micronesia (FSM), Republic of the Marshall Islands (RMI) and Palau.

Core Functions / Responsibilities:

1. Oversee implementation of OFDA-funded CADRE plus and alii CADRE projects, ensuring that IOM meets deliverables as specified in the project documents.

2. Coordinate in developing a work plan for the project deliverables across the three countries of FSM, RMI and Palau, in close coordination with sub-offices; prepare each project’s results matrix.

3. Undertake regular communication with internal and external counterparts, inspiring team spirit and shared goals across remote localities, and carry out staff development activities to achieve goals efficiently.

4. In close coordination with the CoM, implement and monitor operational, administrative and financial components/ aspects of the projects, including oversight responsibilities of project staff.

5. In coordination with the Resource Management Unit, develop and manage each project budget in accordance with IOM’s procedures and regulations; monitor programme expenditures and financial commitments against budgetary limitations.

6. Undertake project design and development for the Micronesia mission, in regard to DRM and community-level programming.

7. Support regular monitoring and evaluation of project activities. Ensure proper utilization of standard operating procedures, manuals, guidance notes, M&E tools and methodologies in the implementation of project activities. Identify and recommend improvements in project design and delivery; coordinate and implement impact evaluations, when required.

8. Contribute to capacity building and training of core staff, civil society and government partners in the relevant thematic areas of this project.

9. Contribute in the development and implementation of a communication strategy for all projects, ensuring the development and maintenance of partnerships with key stakeholders across the region. Follow relevant protocols as they pertain to the diplomatic core, traditional leaders, government entities, and others.

10. As assigned, contribute toward IOM research, policy documents, publications and/or technical support to education sectors in the RMI, FSM, and Palau.

11. Write and coordinate regular project reports in a timely manner to be submitted to the CoM, Donors, and Headquarters.

12. Undertake duty travel relating to project assessments, liaison with counterparts, and project implementation, as required.

13. Develop information and outreach material that focuses on the potential impact of climate change and educates about disaster risk reduction.

14. Develop new curriculum that focuses on DRR and CCA for use in CADRE schools and also used as part of the projects teachers training partnership with the college of Micronesia.

15. Provide technical inputs on education components of other projects in the Micronesia mission.

16. Perform such other duties as may be assigned.

Required Qualifications and Experience

• Master’s degree in Education, International Development, Environmental Science, Education, or a related field from an accredited academic institution with two years of relevant professional experience;
• University degree in the above fields with four years of relevant professional experience.
• Experience in the field of education required specifically in relation to curriculum design, direct teaching and teacher training;
• Experience in project development, implementation and evaluation, and/or programme implementation and management;
• Knowledge of project design, administration and evaluation techniques and practices;
• Experience in implementing climate change adaptation and/or disaster risk reduction projects in the Pacific region is highly desirable;
• Good background in community-oriented project design and implementation;
• Work experience in remote or hardship environments, including experience in conservation and/or disaster risk reduction;
• Experience working with a non-governmental organization and/or international organization is an advantage.

Languages

Must be fluent in the English language (spoken and written). Knowledge of local language (Pohnpeian, Chuukese or Yapese) an advantage.
