ECAS 17844/2025 Services for the preparation and drafting of the Comprehensive Management Plan for the Basic Sanitation System of Terrassa, within the framework of the allocation of resources with code af2500023 by the Catalan Water Agency Description of the provision: The object of the contract is the preparation and drafting of the Comprehensive Management Plan for the Terrassa Sanitation System (at the level of basic PIGSS1), in accordance with the provisions of Royal Decree 665/2023 and resolution TER/4244/2024 of the Catalan Water Agency (ACA), and following the instructions of the Guide for the drafting of the PIGSS for the Conca Fluvial district of Catalonia (published in December 2024) and the Recommendations for the preparation of Comprehensive Sanitation System Management Plans, published pel Ministry for the ecological transition and the demographic challenge, l-any 2025.
Procedure: Type of processing: Urgent Justification for urgent processing: This procedure will be processed as an emergency, in accordance with article 119 of the LCSP, given that its holding responds to an urgent need or the award of which it is necessary to accelerate due to reasons of public interest. The urgency is based on the following points:- Public interest and strategic planning. The PIGSS of Terrassa is an essential tool for the management of the sanitation system, the prevention of environmental risks and the improvement of water quality. Delaying the start would put at risk the ability to respond to episodes of heavy rain and overflows, affecting public health and the environment. - Need to anticipate technical work. For to comply with the delivery date, it is necessary to have as much time as possible to carry out the calibration and validation of the model. If it is not started now, it will not be possible to obtain sufficient data to guarantee the reliability of the model, and therefore of the PIGSS.- Obtaining external financing. The execution of the Terrassa PIGSS is linked to subsidies from the ACA. The confirmation of the grant by the ACA has occurred recently. Without this budgetary guarantee, it was not feasible to start the procedure, since there was a risk of compromising the financial coverage of the project. Consequently, ordinary processing is not possible without compromising the strategic and regulatory objectives...
