The Sustainable Urban and Regional Development (SURGE) program isthe World Bank-s umbrella program for sustainable urbanization, established in2020 and managed by the Urban, Disaster Risk Management, Resilience and LandGlobal Practice (GPURL). Its objective is to enable cities and regions indeveloping countries to function as drivers of sustainable and inclusiveeconomic development. This objective is achieved by supporting governments andlocal authorities to address challenges stemming from rapid urbanization andunequal regional development processes and to consolidate efforts to buildlivable, inclusive, competitive, low-carbon and resilient cities and regions. Underpillar 3 (Sustainable & Climate-Smart Cities) of the SURGE program the newECA Cities and Climate Change Program, funded by the Austrian Ministry ofFinance, has recently been launched.
