Description



This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice for Earth Pressure Cells. The US Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) Geotechnical and Structures Laboratory (GSL) Airfields and Pavements Branch (APB) has been tasked by the U.S. Navy to evaluate the performance of pavement structures when subjected to simulated aircraft loading conditions. As part of this research full-scale accelerated pavement testing on representative pavement structures will be conducted. These pavement structures require Earth Pressure Cells (EPCs) to measure pavement response under simulated aircraft traffic. The ERDC APB requires 30 EPCs of different pressure capacities to fully instrument a pavement test section at the ERDC.



W912HZ23Q4955 is being issued as a Request for Quote (RFQ) with the intent to issue a single Firm-Fixed Price Contract. This procurement is being set aside 100% for Small Business. The North American Industry Classification System Code for this procurement is 334513, Instruments and Related Products Manufacturing for Measuring, Displaying and Controlling Industrial Process Variables with a Size Standard of 750 Employees. The Government anticipates this solicitation will result in one award. This procurement is being conducted in accordance with regulations at FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-08.
