1.0 DESCRIPTION

This is a Sources Sought Synopsis notice for market research purposes only. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information from interested and capable sources for Drug Demand Reduction Program (DDRP) Observer Support Services for the 143d Airlift Wing, Rhode Island Air National Guard, located at Quonset Air National Guard Base, RI.

The Government is seeking to identify qualified sources, particularly small businesses, that are capable of providing all personnel, supervision, and other items and services necessary to perform DDRP Observer support as defined in the attached draft Performance Work Statement (PWS).

The services required include, but are not limited to, providing qualified observers to ensure the integrity of the drug testing collection process. Key tasks involve direct observation of urine sample provision, verifying sample integrity, maintaining proper chain of custody, and performing related administrative duties in a professional and confidential manner. A key personnel requirement is strict adherence to a professional, drug-free standard of conduct, as detailed in the PWS.

The anticipated contract will be a Firm-Fixed-Price (FFP) contract with a period of performance of one (1) twelve-month base year, plus four (4) twelve-month option years.

2.0 PURPOSE

The Government is conducting market research to determine the availability and adequacy of potential business sources prior to determining the acquisition strategy. The Government is seeking to identify interested sources in all small business categories, including: Small Business (SB), 8(a) Business Development Program, Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB).
