Frogworts; part of the performance will include, among other things, all activities leading to the implementation of the exploratory well, ensuring the subsequent hydrodynamic test and converting the exploratory well into a permanently used well or liquidation exploratory well. A detailed definition of the subject of the small-scale public contract (in the details necessary for the processing of the offer) is given in the appendices of this invitation to participate. The contracting authority awards a small-scale public contract in accordance with § 31 ZZVZ outside the procurement management. If these tender conditions refer to the ZZVZ, it is only a reasonable application of it, not the subordination of the contracting authority to the ZZVZ regime in the sense of § 4 paragraph 4 of the ZZVZ.
