TERMS OF REFERENCE
I. PROJECT TITLE: DOT HOSTED TOUR FOR THE 6TH ASEAN CHIEF JUSTICES- ROUNDTABLE ON ENVIRONMENT (DRY-RUN FOR THE ASEAN 2017 TOUR)
II. BACKGROUND:
The Supreme Court in coordination with the Asian Development Bank will host the 6th ASEAN Chief Justices- Roundtable on Environment from November 10 to 14, 2016 in Puerto Princesa City. This is in consonance with the ASEAN 2017 wherein the Philippines will be the host-country. Likewise, this will be a good tourism opportunity to showcase country`s unique culture and natural endowment, including the lifestyle and hospitality of the Filipinos to the ASEAN and its Dialogue Partners. The Department of Tourism (DOT) will host a City Tour for the ASEAN Chief Justices.
In this regard, this terms-of-reference (TOR) has been crafted by the WGT to guide eligible DOT-accredited tour operators in bidding of the identified hosted tours, and other requirements for the successful conduct of the above hosted tours.
The hosted tour will be conducted on November 11, 2016 in Puerto Princesa City.
II. MINIMUM REQUIREMENTS FOR TOUR SUPPLIERS:
A. Must be duly accredited by the DOT for 2016 and/or 2017 based in Puerto Princesa City
A. Must be able to provide the tour services requirement on send-bill arrangement
A. Must comply with the detailed services required in item III
III. SCOPE OF WORK/DELIVERABLES:
Following are the services required by DOT:
1. HOSTED TOUR
A. Length of the Tour
Half-day tour (minimum of three hours)
B. Sites, Attractions, Activities
The half-day tour shall highlight the best of the destination, to include but not limited to the attractions that will give the participants an appreciation of the rich, Filipino culture, local color of a typical Filipino community depicting local traditions, handicrafts, food, music, etc., unique landscape and seascape, and friendliness of the Filipinos in a fun, colorful and enjoyable leisurely tour. The tour program should also be incentivized or customized depending on the agency theme and interests, which may require staging of activities in some sites or attractions.
C. Transportation
Only DOT-accredited tourist transport providers shall be used for the hosted tours. The transportation vehicles should be in good running condition and air conditioned. Likewise, each vehicle contains at least the following basic amenities:
1. Bottled Water for guests
2. Wet Wipes
3. Candies
4. Sun visor/hats or umbrellas (depending on the weather condition during the actual conduct of the tour)
5. First Aid
Only DOT will officially advise the official tour operator with regard to the additional amenities.
D. Tour Guides
Only DOT-accredited, English-speaking tour guides shall be allowed to provide guiding and interpretation services during the hosted tours, and tours on sale for the duration of the ASEAN meetings. All tour guides running the same tour itinerary shall have a common, pre-prepared tour guiding spiel to ensure that all information provided to guests are relevant and properly screened.
E. Dry Runs
At least two (2) dry runs will be undertaken prior to the actual conduct of the tour by the DOT and Organizers, including the Security Group.
F. Manpower Requirement for Tour Desks
The tour handler shall provide at least two (2) staff to man the Tours Desk in the main meeting venue to be designated by the DOT. The staff shall be able to handle inquiries on the hosted tour and tours for sale.
G. Souvenir Bags
The tour handler shall provide Palawan-produced/made like packs of cashew nuts and tarts; foldable card holders and handloom woven gift bags made of natural grasses and fiber of Palawan.
H. Minimum Number of Guaranteed Participants
The DOT shall guarantee 75% of the total number of meeting participants which is 70 persons. Excess number of participants will be charged to DOT based on the rate of the tour package computed per person.
I. Tour Documentation and Terminal Report
The official tour handler shall be required to document the actual conduct of the tour including taking of photos and videos to provide documentation of the program. This shall form part of supporting documents to be submitted to DOT for processing of payments.
A terminal report shall likewise be prepared of the tour handler which shall include among others, the photos taken during the actual conduct of the hosted tour
