The Department of Health and Human Services (HHS), Food and Drug Administration plans to procure, on a sole source basis, Licenses and Professional Services from Distiller SR Software Platform from:

The closing date of this notice is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1 (b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code (NAICS) is 513210 - Software Publishers, and the small business size standard is $47M.
The purpose of this requirement is to allow the Office of Nutrition and Food Labeling (ONFL)/ Nutrition Science Review Team (NSRB) to purchase DistillerSR-s software package (including licenses and professional services) to streamline the systematic review of scientific literature.
Since 2021, the NSRB staff have been using DistillerSR-s software package to conduct systematic scientific literature reviews on various nutrition-related projects including the scientific literature review for the purpose of a premarket health claim review. The scientific review of health claims is critical in ensuring that the information on food labels and in food labeling is scientifically accurate and truthful, so that Americans can make healthy choices based on the thorough evaluation of rigorous science and are not misled about the health benefits of consuming a food or a food component.
