The Clausion Financial Performance Management (also a system) financial planning system is used in the Päijät-Häme welfare area. Our IT ja Talous Oy (Meita) has tendered the Act on Public Procurement and Right-of-Use Agreements (1397/2016, procurement law) of the financial planning system as a procurement procedure, on the basis of which insightsoftware Finland Oy has been selected as the system supplier. The Päijät-Häme welfare area has made significant investments at the beginning of its current life cycle for the introduction and development of the existing system starting in 2023, as a result of which the system has become an integral part of the operating environment, increased supplier-specific know-how, and includes interoperability requirements with other with the systems. The Päijät-Häme welfare area has acquired the system from Meita by the decision of the temporary preparatory body of the Päijät-Häme welfare area on 18.01.2022 based on the status of a related unit according to § 6 of the Procurement Act. The reform of the Procurement Act as a result, the affiliated unit position ceases. The procurement procedure is carried out as a direct procurement in accordance with Section 40 of the Procurement Act, where the procurement entity negotiates with the supplier of its choice on the terms of the procurement contract without publishing a procurement notice in advance.
