5. Project Background:
The Government of Saint Lucia implementing a digital transformation project, financed by the
World Bank Group.
The Project is being implemented in Dominica, Grenada, Saint Lucia and St. Vincent and the
Grenadines. The objective of the Project is to increase access to digital services, technologies and
skills by governments, businesses and individuals in the participating Eastern Caribbean countries.
The Caribbean Digital Transformation Project (called “The Project” going forth) comprises four
components that address key bottlenecks and harness opportunities to develop the Eastern
Caribbean Digital Economy as a driver of growth, job creation and improved service delivery. It
aims to ensure that every individual and business within the region is empowered with the access
to broadband, digital financial services, and skills needed to actively participate in an increasingly
digital marketplace and society. It leverages public sector modernization and digitization to
improve service delivery and to drive creation of a digital culture across the region.
To support the improved management of digital risks, the project will bolster cybersecurity policy,
capacity, and planning tools in the region. It will facilitate technology adoption to improve
productivity of flagship industries and create demand for digitally enabled jobs. It aims to foster
regional integration and cooperation to capture the economies of scale and scope required to
increase impact and value for money of the project interventions and to create a more competitive,
seamless regional digital market to attract investment and provide room for growth of digital firms.
Saint Lucia-s Medium Term Economic Development Plan identified digital development as a
driver of economic growth and competitiveness. As part of its efforts at modernizing the public
Sector, providing a more efficient service to the citizenry through a digital experience Government
of Saint Lucia launched the DigiGov Project. To further support this the CARDTP program-s
national CRDTP program-s national level activities in St. Lucia fill key gaps identified in the
implementation of the DigiGov program and aim to promote economy-wide digital transformation.
This includes a combination of digital infrastructure enhancements, enabling environment
improvements, and support for digitization of the private sector and greater adoption of digital
services. Given the ongoing DigiGov project, the CARDTP program does not directly support the
development of additional digital services.
Furthermore, the project is seen as a key driver of private sector digitization and digital skills
development and will adopt a sector-focused view towards the process. Note that the subcomponent numbering aligns with the overall regional program framework (not all subcomponents will have a national level implementation.
B. INSTITUTIONAL ARRANGEMENTS
The Executing Partner (EP) of the project will be the Department of Public Service within the
Ministry of the Public Service, Information and Broadcasting, with the Division of Public Sector
Modernization hosting the Project Implementation Unit (PIU).
Institutional arrangements for the administration and implementation of the Caribbean Digital
Transformation Project are based on recommendations emanating from an extensive stakeholder
consultation process, and builds on the current portfolios of the relevant government agencies and
counterparts.
C. FUNCTIONS
Key duties of this position:
The Training Officer will assist with the delivery of activities under Component 3 and be
responsible for the management and oversight of the Sub-Components Digital Skills and
Technology Adoption as well as their respective Grants programs. Duties also include overall
coordination with relevant agencies, engaging with prospective applicants / trainees/ grantees,
processing applications and monitoring and evaluation (M&E) of disbursed grants, including
tracer studies.
Responsibilities:
The duties include:
i. Engage training project partners
ii. Work closely with training consultants and service providers
iii. Develop a network / relationship with the private sector for job placement;
iv. Develop a work plan, budget and schedule for digital skills and technology adoption
training and mentorship activities;
v. Participate in meetings and discussions on all training and mentorship related activities;
vi. Assist with the coordination and delivery of the digital literacy, digital skills
development and technology adoption training and mentorship activities;
vii. Review and finalize the Grants manual, procedure and guidelines for the
implementation of Digital Skills and Technology Adoption.
viii. Training and technology adoption grants sub-component to include a monitoring and
evaluation system;
ix. Develop work plan detailing the delivery schedule of digital skills and technology
adoption grant awards;
x. Develop communication plan to include budget for the implementation of the digital
skills and technology adoption grants;
xi. Program as well as design and provide content for promotional materials for all training
and mentorship activities;
xii. In collaboration with the Communications Officer, prepare all advertisements to ensure
adequate publicity of training, grants, competitions and awards for both Digital
Literacy and Technology Adoption;
xiii. Assist with the preparation of calls for proposals for digital skills and technology
adoption grants and coordinate review;
xiv. Record, process and report on every technology adoption proposal received;
xv. Ensure all applicants meet the eligibility criteria in accordance with training activities
and the grant manuals;
xvi. Prepare reports making recommendations of training opportunities and proposals for
grant funding approval to the Grants Approval Committee;
xvii. Assist with preparation of contracts and agreements for digital skills and technology
adoption awarded grants / business plans;
xviii. Manage the performance of any service providers or grant recipients against metrics
agreed and cited in their contracts.
xix. Disburse, administer, monitor and provide monthly report on all training and
mentorship initiatives including approved Digital Literacy and Technology Adoption
grants;
x. Verify all invoices for Digital Literacy and Technology Adoption activities prior to
submission for payments.
xi. Participate in meetings and coordinate national activities associated with the Regional
Skills Assessment Consultancy being undertaken by the Regional CARDTP Project
though the OECS Commission;
xii. Prepare reports on the planning and execution of all Digital Literacy and Technology
Adoption project activities.
D. REQUIREMENTS
Academic:
A Bachelor-s degree in business management, business development, human resource
management, training, technology adoption or related field. An MBA will be an asset. (MBA
submissions should demonstrate specific areas of related training).
Work Experience & Skills:
i. Ability to manage beneficiaries.
ii. Excellent negotiation skills.
iii. Experience with Business Case Development.
iv. A minimum of five (5) years of experience as a Training Officer or similar position.
v. Demonstrated experience in managing grants, technical assistance programs for either
entrepreneurs and or businesses.
vi. Demonstrated knowledge and experience in supporting, managing and mentoring
entrepreneurs and or businesses.
vii. Experience with Business Incubator operations would be an asset. These include:
Sound business recruitment framework
Business performance indicators and assessment
Methodologies
Establishing clear exit strategies
Effectively integrating ICT throughout their Incubator operations and within the new
business development cycles
Sound financial management and micro-finance experience with start-up companies
Good interpersonal skills and ability to establish and maintain effective partnerships and
working relations.
Understanding of gender issues within the context of development projects;
Understand how government processes work/function;
Knowledge of related laws and policies in Saint Lucia and the Eastern Caribbean region.
Language skills:
High proficiency in spoken and written English, Computer literacy
High proficiency in MS Office (Word, Excel, PowerPoint, MS Project etc, ) and excellent
web navigation skills.

E. CONTRACT DURATION AND ESTIMATED TIME INPUT
The initial duration of the consultancy service rendered will be twenty-four (24) months with a
probationary period of 6 months. The contract will be extendable on an annual basis subject to
satisfactory performance.
F. REMUNERATION: (24 months x USD3000.00/per month) USD $72, 000.
Note: Individuals will be expected to pay tax in accordance with the Income Tax of Saint Lucia
Cap 15.02.

The Government of Saint Lucia (GOSL) has received financing from the World Bank
towards the cost of the Caribbean Digital Transformation Project (CARDTP), and intends
to apply part of the proceeds for consulting services for engagement of a Training Officer to
assist with the delivery of the activities under Component 3- Digital Skills and
Technology Adoption as well as management and oversight of the grants program.
The consulting services (“the Services”) include
i. Engage training project partners
ii. Work closely with training consultants and service providers
