Tenders are invited for Digital Health Consultant

Gather information from key stakeholders and resources to understand better national and regional level HIS strengthening needs in the Dominican Republic;
Validate the needs expressed by USAID/DR as being catalytic towards improvement of the national HIS along the HIS Stages of Continuous Improvement (SOCI) scale;
Develop a time-bound work plan outlining technical focus areas and strategic approaches aligned with this SOCI scale for the response required in the DR.
According to the findings and recommendations, we will hire a local consultant to support the activities to be performed in the Dominican Republic which are described below.

Purpose and Objectives of the Consultancy: The purpose of the consultancy is to lead capacity-strengthening support for certain priority areas of the Digital Health strategy. Specifically, these areas of support include:

interoperability of systems,
improving data quality,
introducing and aligning with international best practices and standards,
and catalyzing data use for health programs in the Dominican Republic through data integration.
Special emphasis will be placed on interventions that impact the maternal child health (MCH) program.

In alignment with the Ministry of Health-s technical approach (as guided by CHISU-s Strategic Objective Leadership Team (SOLT)) and under the supervision of the Activity Manager, specific objectives for this consultancy are:

Enhance HIS governance systems and organizational structures. Proposed activities include:
CHISU will support the Directorate of Information Technologies (DIT) and Directorate of Health Statistics and Information (DHSI) in developing a dissemination plan for the NDHS.
Participate in and provide technical support in the development of knowledge-sharing materials (conference abstracts, posters, presentations, etc) which will be shared to highlight the Dominican Republic's experience with developing and finalizing their NDHS
Support to the Unit of Health Information & Statistics to develop a MEL plan for the NDHS implementation
Improve the development and use of effective tools for measuring and monitoring health information system evolution. Proposed activities include:
Facilitate the development of an interoperability roadmap between the Ministry of Public Health (MPH) and the National Health Service (Servicio Nacional de Salud) (NHS)
Coordinate and support the facilitation of a three-day consultation workshop with technical staff to review the interoperability plan and guidelines which will be the operational component of the Interoperability roadmap to be developed between the MPH and NHS.
Increase the availability of quality health information. Proposed activities include:
Provide direct technical assistance to the DTI, DHSI, and MCH unit at MPH to strengthen the use of data from the various information systems to support specialized programs starting with MCH and their use of the SIP+.
Support training of MPH staff to examine MCH, immunization, and reproductive health data quality, especially data collected through the SIP+
The consultant is expected to adhere to the work plan (scope of the work, activities, timeline, budget, and key performance indicators) in the framework of the objectives of the technical assistance approved by the MPH and the USAID country mission.
