The International Bank for Reconstruction and Developmentsupports the Government of Ukraine with expanding access to finance for smalland medium farmers without a credit history. One requirement for access to formalfinance is the ability to demonstrate a track record in farming for the variousparcels owned or rented by the farmer. The nation-wide crop maps that are nowavailable annually for both summer and winter crops since 2019, derived fromsentinel-based satellite imagery offer an opportunity for establishing a trackrecord of agricultural land use at the parcel level.The firm is required to develop a webservice that will makeit possible to determine land use and crops grown at the parcel level, usingthe sentinel-based crop maps. This analytical tool will also be used as thebasis for developing the Area Monitoring System (AMS), which is one of theelements of the Integrated Administrative Control Systems (IACS). The IACS willbe used tomanage and monitor the payments made to farmers, ensuring that only eligiblefarmers receive correct payments by verifying their land use and otheragricultural activities through a centralized, digital system, and is arequirement for EU accession.Scope of work: development of a webservice to enable the computing and analysis of the crop history of a specificparcel includes: (i) creating adatabase of crop statistics by parcel number, combining information fromsatellite imagery derived crop maps and data extracted from the stateregistries via API; (ii) Deployment and configuration of the webservices infirst a test and then a production environments; (iii) Establishing APIconnections with the state registries required for this data base (SAR, SLC, ROR, State Cartographic and Geodetic Fund of Ukraine) via Trembita to enablethe analysis; (iv) updating and/or creating scripts for data processing andregular (bi-monthly is proposed) calculation of the results supported by thetechnical documentation with their description; (v) Creating a GIS mod...
